Choosing the Right Course: A Guide for MPI Personnel in TA/CIS Establishments
FSIS Directive 4300.10, Ensuring That Inspection Program Personnel Have Proper Training to Cover Work Assignments, defines the training needed by specific occupational groups and work assignment types. It also outlines responsibilities to ensure that inspection program personnel have proper training and certification to cover work assignments. It is Agency policy to provide training as a condition of employment to ensure that entry-level employees receive adequate training to cover the work in their assignments soon after they enter on duty. In accordance with policy, FSIS provides ongoing training for inspection program personnel assigned to meat, poultry, and egg products establishments.

State MPI programs must contact the FSIS State Training Liaison to register their employees for CFL courses.
Inspection Methods
The Inspection Methods Hybrid course covers the essential FSIS inspection verification tasks for newly promoted or newly hired CSIs, EIAOs and PHVs. This is a Training as a Condition of Employment (TCOE) course. This training is to be completed by CSIs, EIAOs and PHVs. State inspectors performing FSIS/CSI inspection duties are also required to complete this course.
Public Health Veterinarian (PHV) Training Course
FSIS has tailored a training program to prepare the Public Health Veterinarian (PHV) to work as part of an in-plant team in establishments that slaughter different animal species and process different types of food products. This is a Training as a Condition of Employment (TCOE) course. All newly hired FSIS in-plant and State inspection program veterinarians who are assigned to slaughter and processing establishments.
Enforcement Investigations and Analysis Officer (EIAO) Training
The EIAO course is an instructor-led webinar that covers the essential EIAO responsibilities. This is a Training as a Condition of Employment (TCOE) course. This course is designed to prepare the newly selected EIAO to perform food safety assessments. Individuals promoted/hired into EIAO position, State employees with enforcement responsibility.
Other Courses
FSIS Directive 4338.1, Training as a Condition of Employment, provides instructions for requiring and administering training as a condition of employment (TCOE) for covered positions. TCOE is a specific job requirement that employees are to satisfy to retain employment in a specified position.

TA programs must also complete other training required by the Agency for all FSIS employees, such as annual IT Security Awareness.
