CID utilizes Surveillance, Investigation & Enforcement Methodology (SIEM) as the Agency’s primary training course. This method covers FSIS 8,000 series directives, student modules, PowerPoints, statutes, regulations, policies, and various other FSIS guidance material and documents to provide comprehensive support for each subject covered. If States have personnel capable of conducting their own OJT, they do not need to contact the CID Regional Directors. Please be advised that while CID is available to offer support as necessary, it is ultimately the responsibility of the States to ensure that their employees understand the material and are capable of executing their job duties effectively.
Target Audience: This course is for state investigators only.
Course Logistics: As CID only offers SIEM training annually, this guide can help fill the gaps between sessions; however, it's important to note that this guide is not a substitute for SIEM training. States are encouraged to communicate their training needs to the CID Regional Directors, within their respective geographical area, to facilitate in-field training. If States have personnel capable of conducting their own OJT, they do not need to contact the CID Regional Directors.
