Registration and Mission Training Updates

Syberworks Updates: Registration has implemented a major improvement to the training enrollment workflow by removing waitlists from all Syberworks‑managed classes. System enhancements allow for easier editing of student information within the “user administration section.”

Why This Change Was Necessary

Waitlists were originally tied to State/District caps, which no longer exist, making the wait list function outdated.

What’s Changing

States and Districts can now directly mark learners as “confirmed” or “student cancelled,” eliminating the prior wait list step.
Enrolled student information can now be edited in the user administration section of Syberworks.

Benefits

Faster, more intuitive registration experience for the field.
Reduced administrative burden for registration teams.

Next Steps

Continued review of system behavior to ensure smooth implementation.

Component Six: Compliance

  • Compliance—State MPI program personnel perform surveillance activities and conduct investigations of meat and poultry products in intrastate commerce and take appropriate enforcement actions when adulterated or misbranded products enter intrastate commerce.
  • Recently attended the State audit for Utah.
  • In-commerce sampling – Reoccurring issue as it is difficult to find State-inspected beef ground at retail.
  • Is it better to conduct less sampling if you can test for all of the STECs?
  • Recall checks?
  • Does your state conduct recall effectiveness checks for FSIS-announced recalls?
  • Coordination with the applicable District Office?
  • Compliance and Investigation Division (CID) personnel is always willing to partner and collaborate with State colleagues.

LincPass Issuance Audit

Bottom Line Up Front (BLUF):

FSIS Physical Security is conducting an audit of all contractors and affiliates who are LincPass holders.

Key Points, Facts, Dates or Decisions:

FSIS’ Administrative Services Division received a USDA-directed requirement to ensure all non-employees are attached to properly recorded contracts/agreements within Person Model.  Catch-all contract references are no longer allowed.  Currently all state employees are listed under the same “agreement”.
Each state will be asked to provide a current roster of employees maintaining a LincPass.  Only LincPass holders are required to be entered into Person Model.  All others will be set to “Terminated”.
States will be provided a spreadsheet to list all current LincPass holders.  The spreadsheet must be returned by June 26, 2026.

LincPass sponsorship and shipping destinations must be sent to Elizabeth Espinosa when adjudication is completed.
When an individual is identified for the state inspection program, they should be entered into PM immediately.  This will allow the employee to use either USAccess (preferred, free) or Fieldprints (alternative, upfront cost) for fingerprinting.
When background investigation is completed and PERSEC has adjudicated, the sponsor can complete sponsorship and set a card shipping location.  At this point, if the user has not already attended a USAccess appointment for enrollment (fingerprinting), they can do so.
The spreadsheet provided during the auditing process should be maintained with all current state inspection employees, and submitted to Elizabeth Espinosa whenever there are changes in name or address.
When employees are terminated, notify Stephanie Kane and Elizabeth for removal from PM, with updated roster sheet.
