This section provides an overview of the PHIS Export Certification Task steps and the PHIS steps to schedule the export task (review and approve or reject the 9060-6 application with both the CSI and PHV roles). The steps that CSIs and PHVs perform to apply a signature, print, upload, and complete the task are presented in the next topic (3. Applying Signatures).
PHIS will display one of the two different methods IPP use to sign export documents after the Approve and Sign button is selected. This section covers the second part of the Export Certification Task to sign, print, upload, and complete the task. Video step-by-step instructions are included to show how to do these steps in PHIS for each signature method.
*Instructions regarding use of PHIS for Export Certification are frequently changing. Always refer to PHIS and the FSIS Export Library to determine the appropriate signature method for each importing country. Currently, none of the 149 countries active in PHIS require manual signatures on certificates printed on FSIS security paper (all require digital signatures on certificates printed on standard white paper). Therefore, there is no uploading of completed signed certificate packages into PHIS. However, this does not preclude that some countries may revert to manual signatures in the future, so be sure to stay current on the most recent FSIS Notices addressing export certification.
This short module contains a series of screenshots demonstrating where you will find the new Delete Attachments function on the Approve and Sign page. There is no audio, and it is not required that you check off this module to receive credit. Refer to Notice 16-21 in the Resources section below.

This section provides an overview of the 9080-3 Establishment Application for Export and also step-by-step instructions on how to approve or reject the application in PHIS. As you receive these applications in your establishments, bear in mind two very important points about the 9080-3:
(a) Not every importing country requires exporters to submit a Form 9080-3 to certify eligibility. Check the Export Library to see whether or not it is required.
(b) If it is required, and the establishment submits a 9080-3 for approval, carefully check to ensure the exporter has completed the form accurately, including attaching any required supplemental documents. These applications are routed all the way up to FSIS Headquarters for final approval, and incorrect applications may cause unnecessary delays in certifying eligibility.
